Luis A. Rodriguez serves as the President & CEO of the Greater Austin Hispanic Chamber of Commerce (GAHCC).  As President & CEO, he will ensure that the momentum established by the chamber’s leadership continues to impact and propel the Austin Hispanic business community through its small business growth, economic development, advocacy efforts and leadership programs.  Luis is committed to working with staff to make sure that the GAHCC initiatives and services run with a high degree of excellence that its membership has come to expect and merit.
Luis is a Texas native of the city of San Antonio.  Throughout his academic and professional career Luis has been strongly committed to business development, strategic relationship building and economic development by working with organizations dedicated to these various endeavors.

Prior to joining the Greater Austin Hispanic Chamber of Commerce, Luis was the Chief Operations Officer and Vice President of Economic Development for the San Antonio Hispanic Chamber of Commerce (SAHCC), the nation’s first and oldest Hispanic Chamber, where he played an instrumental role in leading the organization with major transformational growth including the creation of a new small business incubator  - the Maestro Entrepreneur Center, expanding the international trade missions to five different countries, becoming the first Hispanic Chamber in the nation to receive a Five Star Accreditation designation from the United States Chamber of Commerce, and growing the membership base of the San Antonio Hispanic Chamber of Commerce to more to than 1,400 members, a record-level of members.  Luis has also been heavily involved in the areas of communication, international business, government affairs and comprehensive community development, which places him a subject matter expert in the aforementioned fields.

Luis was recently a recipient of the San Antonio Business Journal’s 2017    “40 Under 40” Award.  He currently serves as an Honorary Commander for the 502d Air Base Wing and Joint Base San Antonio.  Luis formerly served on the Business Retention and Expansion committee (BRE) for the San Antonio Economic Development Foundation (SAEDF), the San Antonio Health Advisory board on behalf of Humana, the SA Tomorrow Comprehensive Plan, the City of San Antonio’s Tricentennial Partner Adjudication Committee, and was a member of San Antonio Community Actions Committee (SACAC) with the U.S Army.

Luis’ main driving force is his family, he is the proud father of his two beautiful daughters, Ysabella and Madelyn and a loving husband to his wife Yvonne.

Mary Lou Lugo, Sr. Executive Assistant

Mary Lou Lugo is the Sr. Executive Assistant to the President and CEO of the Greater Hispanic Chamber of Commerce.  She is responsible for Mark’s calendar, answering multi-line phones, making sure the office runs smoothly and assisting Chamber staff. Mary Lou has lived in Austin all her life. She was married for 25 years to the love of her life, the late Daniel Lugo III and together they owned 4D Printing, Inc. Mary Lou has two sons, Jason and Jonathan. One of the proudest moments in her life was when her son Jonathan got accepted into Red McCombs Business College at the University of Texas. Mary Lou enjoys spending time with her grandson, Jaxon Daniel and her family. Mary Lou’s Saturdays are for the Longhorns and her Sundays are for the Cowboys.

Priscilla Mackin, Director of Communications, Graphics, and Web


Originally from Los Fresnos, Texas, Priscilla left Texas to join the United States Navy in 2003 at the age of 18 and has traveled the world.  By the age of 20, Priscilla had already traveled to eight countries and participated in Operation Iraqi Freedom and Operation Enduring Freedom as an Aviation Ordnanceman.  She also earned her Enlisted Aviation Warfare Specialist insignia during her 2006 deployment and later left the military as Aviation Ordnanceman Petty Officer 3rd Class in 2008. Priscilla has always been passionate about helping others. She went on and completed a certification as a Registered Medical Assistant at Wichita Technical Institute and later worked for Freeman Urgent Care to attend for the sick.

In 2011, she moved to Austin, and in December 2012 she received an Associate of Arts in Foreign Language at Austin Community College.  Later, in 2014, she completed her Bachelor of Arts in Spanish with a chosen discipline in Political Science from St. Edward's University. Priscilla recently received her Professional Science Master's in Management and Sustainability at St. Edward’s University where she studied project management, risk management, negotiations, and the fundamentals of ecology.  She has also conducted field research in the tropical rainforest in Costa Rica in 2017.

Priscilla has also been a volunteer as the Cookie Coordinator and Fall Product Coordinator for her daughter's Girls Scout Troop since 2012.   She also volunteered, with her daughter Nevaeh, at the Veterans Equine Training Services (VETS) facility, a non-profit organization for Veterans and their families to work on training and rehabilitating abused and neglected horses. In her spare time, she hikes with her daughter around Central Austin.

Alice McMillan, Director of Strategic Initiatives

Alice McMillan currently serves as the Director of Strategic Initiatives at the Greater Austin Hispanic Chamber of Commerce.

Alice previously worked in the city of Springdale, Arkansas, the 6th fastest growing city in the country, where she served as the Director of Economic Development and Tourism at the Springdale Chamber of Commerce. She was the first woman of color to ever hold this position. She was also appointed to the Walton Family Foundation’s Northwest Arkansas Regional Diversity and Economic Development Task Forces. Some of her work and appointed responsibilities included advancing the needs of the Latino community and planning for the Latino population and business growth in Northwest Arkansas, one of the nation’s fastest growing regions, with Latinos comprising 16% of the region’s population and 36% of the city of Springdale’s population.

Chamber work traces back a few generations in Alice’s family. Her grandfather, James McMillan, has served both as the Chairman and President of the South Chicago Chamber of Commerce and is now a board member.

Alice was also a delegate on the World Trade Center Arkansas trade mission to the 42nd World Trade Centers General Assembly in Sao Paulo, Brazil, where she sought out international trade and commerce opportunities between Latin America and Northwest Arkansas, which is home to Wal-Mart, Tyson and several hundred other Fortune 500 multinational companies.

Her background also includes working in the corporate sector to incorporate Latino needs into corporate Human Resource Policy, procurement for minority construction real estate firms, the City of Kansas City, Missouri’s Finance Department, for one of the businesses of Dallas Cowboys owner Jerry Jones’; higher education fundraising, athletics, and academia; and as a small business consultant for entrepreneurs, and local businesses.

Alice is a proud alumna of the University of Arkansas at Fayetteville, where she graduated Cum Laude from the Sam M. Walton College of Business with a Bachelor of Science in Business Administration degree. She majored in Marketing, and minored in Spanish, in which she is fluent.  She was named 1 of 12 rising stars from her Walton College of Business graduating class. In July 2015, she was appointed as a board member of the Walton College of Business where she also serves on the Advancement Sub-Committee. She was also the alumna selected to give the $1 billion Dollar Capital Campaign Arkansas kick-off keynote speech in 2012.

Alice authored a thesis entitled, “How International Students’ Consumption Patterns Change: A Study of Choice and Choice Overload” which was a runner-up for Best Thesis in the Walton College and selected to be presented at the 5th Global Studies Conference in Moscow, Russia. Alice is a graduate of Emerging Leaders, Leadership University of Arkansas, Leadership Walton, and Leadershape.

In her spare time, she enjoys exploring, traveling, playing her saxophone, calling the hogs and cheering on her favorite sports teams!

Karlie Ramirez, Director of Member Relations

Karlie Ramirez currently serves as Membership Relations Manager at the GAHCC. She previously served as the GAHCC 2015 Summer Intern as Assistant Director of Events where she cultivated key relationships with the GAHCC’s members. Karlie also supported other areas of the Chamber throughout her internship. Karlie’s value-added efforts were ultimately recognized when she was named the GAHCC 2016 Volunteer of the Year at Celebrando Austin this past August.

Karlie is a graduate of Texas State University where she received her Bachelor of Business Administration. She majored in Business Management with a Concentration in Entrepreneurial Studies. While at Texas State University Karlie actively participated and lead numerous volunteer events within and around the San Marcos community which included; the annual Sacred Springs Powwow, School Fuel, Adopt-A-Highway, and Bobcat Build. During her time at Texas State University she was very active with the Hispanic Business Student Association, serving as the Director of Recruitment and Retention, Vice-President, and ultimately President for the 2015-2016 academic year. During her time with HBSA she cultivated relationships with Latina entrepreneur powerhouses such as Maria Rios and Nina Vaca through the combined efforts of the GAHCC. Under her presidency the organization received both the “Professional Organization of the Year” and “Organization of the Year” awards.

Karlie has a strong passion for volunteering and helping small businesses succeed especially in the Hispanic community. She believes that having a strong and healthy surrounding community is an essential key to a business’s success.

On her free time Karlie enjoys catching up with family and friends! Especially her parents and sisters! She enjoys watching Baseball with her Dad and making crafts with her Mom!

Paula Arciniega, Director of Special Events and Programs


Paula Arciniega is the Director of Special Events and Programs for the Greater Austin Hispanic Chamber of Commerce (GAHCC).

Prior to joining the GAHCC, she was the Volunteer Manager for the Sustainable Food Center in Austin, while there she recruited, on boarded and trained volunteers for the center. In addition to coordinating the Center’s volunteer efforts at the SFC Farmers’ Markets, cooking and nutrition classes, and gardens, Paula also provided logistics support to SFC’s annual fundraising gala-Farm to Plate. The gala, which has proven to be the Center’s greatest opportunity to showcase their programs to donors and the community, is SFC’s largest fundraiser and in Paula’s time there became a more streamlined event. A first-generation Texan, Paula is originally from McKinney, Texas. Paula is a graduate of the University of North Texas (UNT) in Denton where she earned her Bachelor’s degree in Sociology, and a minor in Marketing and Jewish Studies. Paula worked with the Girl Scouts of Northeast Texas while attending UNT and post-graduation in volunteer recruitment for the Girl Scouts. She is currently a member of the Young Hispanic Professionals Association of Austin and the UNT Alumni Association. In her free time, Paula volunteers in her community and strives to be the best tía to her two adorable nieces.

Lucero Figueroa, Member Specialist

Lucy Figueroa was born and raised in Mexico City. She obtained a Master’s Degree in Neuropsychology at the University of Anahuac in Mexico and gained her experience working at Angeles Hospital and ABC Medical Center in the specialty of Down syndrome and epilepsy at Mexico City. She later moved to Austin, Texas, to pursue her career in Psychology, however, found it difficult to start her Healthcare career in the United States due to her foreign degree. She started gaining experience in teaching at an international school in Austin which gave her the opportunity to network and opened doors for her to work in advocacy fighting on behalf of the Hispanic Community and human rights.  Lucy’s goal was to work at an establishment where she could help Hispanics be successful and profitable in their small business ventures and help newcomers to the U.S.  get better opportunities—by using her transition experience –  and staring a career in the United States.  She has now achieved that goal by being the Member Specialist at the Greater Austin Hispanic Chamber of Commerce. Lucy was recently recognized by the State of Texas House of Representatives for all of the outstanding work and dedication she has provided in improving the quality of life and well-being of all citizens throughout the United States and Mexico, from her advocacy and well as international comraderies and friendships developed through her active work, volunteerism, and public service in all two countries. Lucy likes to spend her free time roller-blading throughout Austin and loves outdoor activities enjoying nature. She has traveled around the world which has led her to experience difference cultures. One of her passions is immersing herself in fashion, traditional cuisine, and ways of living from around the world.
